Ophthalmic Consultants of the Capital Region is pleased to announce RAFAEL R. MEDINA, M.D., S.M.M.E. has joined our practice. With the addition of Dr. Medina, we also acquired a new and revolutionary diagnostic and treatment system from Tear Science, the LipiView® and LipiFlow® systems. This system is the first FDA approved diagnostic and treatment system on the market for those patients suffering from dry eye.

The lipid deficiency is usually due to blockages in the meibomian glands located in the eyelids. The lipids serve to protect the water (aqueous) layer of tears so that the tears do not evaporate too quickly. LipiFlow® treats the cause of evaporative dry eye through the application of localized heat and pressure in adult patients with Meibomian Gland Dysfunction (MGD), also known as evaporative dry eye or lipid deficient dry eye.
Diagnosing Dry Eye: How the LipiView Works…
LipiView is a noninvasive device that provides a digital image of a patient’s tear film. This instrument is also used in the measurement of the tears lipid content and quality. LipiView is a dry eye examination procedure that provides a proper diagnosis, helping Dr. Medina at Ophthalmic Consultants of the Capital Region diagnose whether the patient will need a LipiFlow treatment procedure or must undergo other dry eye therapy treatments intended for curing anyone with dry eye condition.
Dry Eye is a long-term chronic disease that takes years to develop. Dry Eye may be suspected with the presence of the following symptoms:
- discomfort and irritation
- grittiness or feeling of a foreign body in the eye
- burning or stinging sensation
- vision disturbance
- sensitivity to light
About Dr. Rafael Medina
Dr. Rafael R. Medina is a native of New York City and holds both bachelor’s and master’s degrees in mechanical engineering from the Massachusetts Institute of Technology (MIT). Prior to becoming an ophthalmologist, Dr. Medina was a practicing mechanical engineer and worked for several corporations, including the General Electric Aircraft Engine Group, Honeywell Electro-Optics, American Science and Engineering, and the MIT Lincoln Laboratory.
Dr. Medina attended medical school at the University of Wisconsin-Madison and completed an internship in internal medicine at the Marshfield Clinic in Wisconsin and a residency in ophthalmology at the State University of New York at Buffalo.
Prior to joining Ophthalmic Consultants of the Capital Region, Dr. Rafael Medina practiced at Lake Plains Eye Center and more recently at his own ophthalmology practice in Williamsville, New York. Dr. Medina practices comprehensive ophthalmology and has special interests in cataract surgery, refractive surgery, and advanced dry eye care and treatment.
Dr. Medina has been published in several publications including the Archives of Ophthalmology. He is a diplomate of the American Board of Ophthalmology and is a board-certified eye physician and surgeon.
